We have made some detailed instructions on how to install both Gangster Legends and Gangster Legends Premium that can be found here.
Yes Gangster Legends is completely free, it is released under the MIT Licence. This allows you to pretty much do what ever you like with the source code.
Gangster Legends Premium is a paid add-on to Gangster Legends and in not under the MIT Licence, This cannot be re distributed under any circumstances.

Pretty much any web host provider with cPanel / Plesk will work, i personally use IONOS and have had no issues with them.
To run Gangster Legends you don’t need a expensive server, I’ve had games with 100+ users using less then 2GB of ram and sitting at about 30% CPU utilisation. But some modules/themes may affect this, i would suggest opting for a VM solution where you can up the server specification on demand, start off low and increase as and when you come to the limits.
